Police Counter-Terrorism Management Structure (PCTMS)
In Quebec, there is an intervention model to manage terrorist events: the Police Counter-Terrorism Management Structure (PCTMS). The PCTMS was created in 2003 in response to 9/11 and is the only police partnership of its kind in Canada.
Its mandate is based on four key pillars: information, prevention, investigation and response. This command aims to prevent terrorist incidents, assess threats, identify potential targets and ensure response capacity.
In the event of a terrorist event in Quebec, the PCTMS supports:
- a unified Quebec-wide response
- the sharing of police expertise and resources to counter the threat and respond efficiently
- better overall management of the incident
The PCTMS brings together:
- the Service de police de la Ville de Montréal (SPVM)
- the Sûreté du Québec (SQ)
- the Royal Canadian Mounted Police (RCMP)
- the Service de police de la Ville de Québec (SPVQ) – Intelligence component
