Saskatchewan RCMP - Your Provincial Police Service
On July 7, 2023, Spiritwood RCMP and the Spiritwood, Pelican Lake First Nation and Witchekan Lake First Nation communities joined together at a memorial event honouring Cst. Marc Bourdages and Cst. Robin Cameron, who died on duty on July 7, 2006.
Hundreds of attendees gathered at a park in Spiritwood, named in the officers' honour.
"We lost two tremendous members that day, who died, giving the ultimate sacrifice protecting this community," said Saskatchewan RCMP Commanding Officer Rhonda Blackmore. "In the hours and days that followed, what happened was that this community supported us, they came together and supported us in our time of loss, supported the families who had a more profound loss than any of us can even imagine. We thank you for that."
Attendees enjoyed a free BBQ, a pow wow dance demonstration by dancers from Pelican Lake First Nation and Witchekan Lake First Nation, bouncy castles and face painting. A cake was also served marking the RCMP's 150th anniversary.
"This event allowed the community to join together and collectively honour Cst. Bourdages' and Cst. Cameron's memory," said Sgt. Sebastian Andrews, commander of the Spiritwood RCMP. "We thank everyone who joined us, and who worked hard to make it possible."

On July 3, 2023, Broadview RCMP hosted a RCMP 150 Community BBQ at their detachment. More than 400 people attended and received lots of treats, including BBQed burgers and hotdogs, tours of the detachment and emergency vehicles, goodies from Saskatchewan RCMP Recruiting and Parkland Victim Services – plus the opportunity to see their local police officers in red serge. A photo is attached.
Prairie Sky Dog Rescue also attended – with some furry friends currently up for adoption. Donations were collected for the rescue.

Investigative Recap
July 4: At approximately 8:30 p.m., Rosthern RCMP received a report of a break and enter in progress at a residence on La Plaine Trail, north of Rosthern. Investigation determined a male and female approached the property. The male attempted to steal a vehicle from outside of the residence, then broke into a shed, stole an ATV and then drove away on it with the female. Officers began searching for the suspects and ATV. An adult female was located nearby and was arrested without incident. At approximately 10 p.m., officers located a male on foot at the side of Highway #11 near Rosthern. They told him he was under arrest. The male initially resisted but was soon after arrested without incident. The ATV was later recovered.
20-year-old Alyssa Bear from Sturgeon Lake First Nation is charged with:
- one count, theft of other vehicle, Section 333.1(1), Criminal Code;
- one count, fail to comply with release order condition, Section 145(5)(a), Criminal Code.
Alyssa Bear was also arrested on warrants from Prince Albert RCMP and Prince Albert Police Service.
27-year-old Glen Halkett from Sturgeon Lake First Nation is charged with:
- one count, break and enter with intent, Section 348(1)(a), Criminal Code;
- one count, theft of other vehicle, Section 333.1(1), Criminal Code;
- one count, resist/obstruct peace officer, Section 129(a), Criminal Code;
- one count, possession of property obtained by crime less than $5,000, Section 354(1)(a), Criminal Code; and
- one count, mischief under $5,000, Section 430(4), Criminal Code.
Both accused appeared in Prince Albert Provincial Court on July 7, 2023.
July 5: Saskatchewan RCMP's Warrant Enforcement and Suppression Team (WEST) was requested by Correctional Service Canada to locate 44-year-old Kyle Bear, who was wanted for being unlawfully at large. As a result of investigation, WEST, with the assistance of Nipawin RCMP, located Bear travelling in a vehicle in Nipawin, SK. Officers initiated a traffic stop and Bear was arrested without incident. He appeared in Saskatoon Provincial Court on July 6, 2023.
July 6: At approximately 4:15 p.m., Saskatoon Police Service advised Warman RCMP a truck involved in a theft in the city of Saskatoon was travelling into their jurisdiction. Investigation determined the truck had been reported as stolen in the city of Prince Albert on July 4.
Officers from the Martensville and Warman RCMP and Corman Park Police Service responded immediately and conducted proactive patrols along Highway 11 and 12, where the truck was last seen.
At approximately 4:20 p.m. officers received multiple reports of a vehicle driving dangerously between Martensville and Warman. Shortly after, officers received and responded to a separate report of a two-vehicle collision at the intersection of Central Street and 4th Avenue in Warman.
Upon arrival, officers positively identified one of the vehicles involved in the collision as the suspect truck. Further investigation determined the adult male driver of the truck also assaulted the driver of another vehicle, in an attempt to gain access to it. Officers intervened and the suspect was arrested without incident.
The driver of the other vehicle involved in the collision reported minor injuries, which were treated at the scene.
During the arrest of the male and a subsequent search of the truck, officers located and seized 45 grams of crystal methamphetamine and 20 grams of cocaine.
29-year-old Theron Owens from Prince Albert has been charged with the following:
- one count, possession for the purpose of trafficking (cocaine), Section 5(2), Controlled Drugs and Substances Act;
- one count, trafficking (crystal methamphetamine), Section 5(1), Controlled Drugs and Substances Act;
- two counts, assault, Section 266, Criminal Code;
- one count, possession of property obtained by crime over $5,000, Section 354(1)(a), Criminal Code;
- one count, dangerous operation of a motor vehicle causing bodily harm, Section 344, Criminal Code;
- one count, robbery, Section 344, Criminal Code;
- one count, fail to comply with probation order, Section 733.1(1); and
- two counts, weapon possession contrary to order, Section 117.01(3).
Owens is scheduled to appear in Saskatoon Provincial Court on July 10, 2023. The investigation is ongoing.
