Meeting held on January 31, 2018

The first meeting of the H Division Gender and Harassment Advisory Committee (GHAC)

Committee members focused on obtaining definitions of key terms such as equity, harassment, gender, inclusivity, and unconscious bias

There were discussions about obtaining information directly from RCMP employees through a survey to better define the problems in order to create applicable solutions

The GHAC members were interested in obtaining statistics from the RCMP's Professional Responsibility Office in relation to harassment investigations

Submission of recommendations
H Division GHAC submitted three recommendations to the committee chair, which included developing a survey for employees, better defining key terms and issues, and consider unconscious bias training
Meeting held on April 26, 2018
H Division GHAC met to discuss the topic of unconscious bias and reviewed a sample of available information about the topic to determine its viability for future use
Meeting held on May 9, 2018
The H Division GHAC chair forwarded the committee's recommendations to the national GHAC
October 22, 2018
The H Division GHAC met to prepare the end of year report for submission to the national GHAC

Objectives

As a newly formed committee, the following objectives were identified:

  • Establish the committee by identifying eight Divisional representatives
  • Identify several recommendations and submit these recommendations to the national GHAC

Current status

  • All eight committee members were identified, but several positions will need to be filled due to attrition, including retirement and interdivisional transfers
  • Three recommendations have been forwarded to the national GHAC

Next steps

In order to meet the committee objectives, the following action items will be explored:

  • The committee will focus on understanding unconscious bias training and how this training may benefit RCMP employees
  • The committee will explore the idea of linking leadership training to the promotion system in order to ensure managers have the skills required to address issues focusing on gender and harassment
  • The committee will develop and recommend the use of a communication strategy to hear from employees about how issues of gender and harassment have impacted them. This strategy would also focus on hearing ideas from employees even if they have not been personally impacted
  • The H Division GHAC would like to have a meeting with all Divisional committees to discuss ongoing issues and actions being taken. There may be overlap with issues and/or solutions that could benefit all committees

Recommendation

As an advisory group, the H division GHAC are waiting to hear what the national GHAC will be focusing on in the future in order to better align its objectives and mandate.
